IP is not used as evidence in court. And 40 dollars is way too small for legal action, even in small claims. You're out of luck this time. Be more careful from now.

I'm not talking about taking legal action. That's silly. What I want to do is somehow force them into forking over the dough, or at the very least showing the rest of the users on the site that I'm actually a force to be reckoned with. :P

Anything you could do with his IP would probably be illegal, then you'd be the one getting legal action taken on. Plus I don't think anyone on here is going to give you tips on how to do illegal things.

Well that doesn't do anything and doesn't go beyond what IPs do anyway - if they even tell you the right city. IPs aren't strictly distributed like postal codes.
Sometimes looking up my IP shows me as being from Braunschweig, but I live near Kassel.
So it's safe and won't put you into any trouble, but it's also pointless and will have people look at you in confusion.

This, and sometime people have the same IP address as well.
