From what little bit I've played with it, it's somewhere in the middle. It's the same style as GW2/FFXIV/etc., where you click a target, you'll automatically attack target, and every so often, you can use a skill, but it's certainly not as restricted. Right now, I'm using both the battlerage (standard fighter/warrior skills) and sorcery (standard elemental attacks). So I can open up combat with one of my magics, to reduce their speed, follow it up with another spell while the enemy is closing in that also does DoT as well as increased damage thanks to the combo system, cast the first spell again when they get close to me to again, slow them down, then start wailing on them with my sword, doing more damage thanks to the combo system again.
And naturally, the skills you learn are based to your character, not to your weapon, so you're not restricted to only certain primary skills throughout your character's growth.
So again, it's nothing quite like the old combat system of Mabi, where one skill trumps another, and you have to figure out what skill you need to use to overcome the obstacle, but it's more interesting considering that you can choose how you play by how you play, and not what your class' weapon is more capable of doing.
