It seems the results showed that many people in JP, want the ninja skills to be easier to rank, primarily. Personally, I think that's nonsense. Skills weren't meant to be ranked to 1 in a day, or even a month. People are too impatient.

To see ninja skills, click on "Ninja Arts" in the first section of the left-hand column.
The comments under each rank's training requirements are also helpful, as they've already done math for you, such as minimum hours needed, etc.

You want KR skills then? Some of our skills are ranked differently than KR.

I agree, it really enhances the experience to use the same skill 10,000,000,000,000,000,000 times per rank.

I guess it depends on how you go about things. I see the game's purpose as being the progress from a weak beginner with nothing, slowly gaining power, until eventually, after much hardship, reaching one's goals.
Others wanna skip to the end, so they spend 3 days camping raccoons, and then complain that they have to spend so much time killing raccoons. -_-

Well I think it should be reduced abit, since it is a beginner skill set. Unless they remove it from the beginner tab. And I doubt new player would be able to use hybrid stats efficiently. Also of how time consuming it takes to rank the skill. But that's just my opinion.

Funny thing about that. They addressed that abnormality during Q&A:
Heisenborg: "...its good for new players to start with, but not necessarily a "newbie" talent. But also because newbies want to be the naruto."
This was their reasoning.

Hmmmm I wonder how reducing the cooldown on some of the skills would effect the skillset? I wonder if they reduce the cooldown on certain/ enough skills in the set, if it would become a self reliant skillset. (If we find it is not self reliant when it releases)

It's okay if the cooldowns are lowered enough that it's self reliant but not abusable. There needs to be a middle ground somewhere. With the fact the other skills do allow delaying if used right, even a cooldown of like 7-10 seconds seems fine. Course, the support skills shouldn't have too long of cooldowns either I guess.
I've felt like Sakura Shigure should have gotten a cooldown based on how high you got the counter. Like a single charge is practically a slightly stronger Windmill, give that like a 20 second cooldown or something. Every extra charge adds another 20 with a total of 300 seconds cooldown at 15 charges.

Also the targeting mechanics of Charging Shuriken and Shadow Assault should be easier and Shadow Assault should be an AoE and not Single Target. SA feels like more of a Wind Blast, really.
