This morning Parker slipped passed me while we were moving a mattress outside, it didn't take but a moment for the neighbor's loose dog to grab him by the head and break his neck.
I really can't stress this enough, the outside world is a dangerous place for cats. I really can't type much because my heart is completely broken.

We have asked them multiple times to keep him fenced up because he is dangerous, the other neighbors have filed numerous reports on him going after her to animal control services and they have done nothing. He has killed the person who lived here before us' dog, he's killed the stray cats around here, shit the owner even casual mentioned how he ripped the cat they had apart. If they do not keep him in their yard I am going to put him in my car, take him to the vet and pay the $100 to put him down. I could threaten to shoot him or call the animal control (where he'll be locked in a cage for a few days and stuff with a bunch of other dogs just like him and gassed to death IF THEY EVEN DO ANYTHING THIS TIME), but neither of that is very humane. I'll give them one more warning, and only one.

Honestly, if that happened to me, I'd be fucking done. If you've (I say you as your collective neighborhood, or neighbors) filed numerous complaints, I'd take the dog getting my cat as the last straw, and have him sent to be put down, I'd grab that dog and take him myself. I've only had one horrible incident with pets, when my neighbors ran over my 7 month puppy, luckily they aren't assholes though, and we knew it was an accident.

I've never had him be aggressive towards me, but I know he is aggressive, so if I see him running loose one more time I will put him in my car and take him.

A cat's behavior towards going outside depends highly on both their breed and the way they were raised.
Certain housecats are terrified to take one step out of what they know.

Strays have a low life span, both practically and figuratively. If it isn't cancer or disease, it's a rabid neighbour dog, or a speeding car that'll fuck shit up.
It's like, you can't beat fate when it comes to strays, all strays die early in one way or another. Sometimes you may get lucky, but a lot of the time nature takes its course and shit just happens.
