  I can not see the image you posted but am pretty sure there's no new Wigs at all other than the Bryluen ones.
  There's no new Hair files other than the NPC hair added as Coupons-Options to the Dressing room.
  They did however add new Entries for the Teacher Wigs that belong to the Royal School/Teacher Uniforms

  The Partner Appearance change is limited to Maid and probably Butlers, Commerce Partners can't be restyled in KR XD

  ^ here's a list of the new entries. none of those except the Bryluen wig are new files within the char/chapter4/human/male|female/helmet folder (which is where Wigs generally go)

  Agreed, we shouldn't pay to gacha for the character creation options on our characters... I hope our NA Mabinogi will be vocal enough about this and they'll add all the hairstyles directly into the dressing room as a permanent feature. They can make new hairstyle/mouth/eye cost 3x more pons if needed as well, I'd rather pay for more pons to get the hair if it mean I can get to get the same one again later.

  There is an okay chance that NA wont gacha slam this. Lately its been that things they normally get in gachas, despite the fact that they get returning items as well with it, we've been getting in guaranteed packages. The coding for the coupon jargon is still there however.
  
  I wont mind getting dowra hair or another good hair as a permanent and never rbing to male or changing it unless I have a spare. Few of the server frequently switch between genders as far as I know.

  I feel like nexon would've made a lot more money if they just put all the NPC wigs in the Pon Shop but that's just my ignorant opinion. This seems pretty cool though, disappointed that they didn't include the shamala hair seeing as it how it it already works well on all races:
