The story is, my mule account got locked from inactivity and when I tried to reactivate it, I can't seem to find/get to the email it signed up with. Using their email request form has just been a pain. They seriously expect us to remember when we created our account, when we last logged on, all our IGNs and our secret question?
Anyways, they ask you to put a reason and that's probably what they look at first. If I just flat out explain that this is a mule account that I don't go on often, nor do I remember when I created it and all my character IGNs on it, will they accept that?
Note that I already sent one form weeks ago and never got a reply, probably because of lack of reason.

Put yourself at their position.
Your explanation can be used as a way to access an account that is not yours. It will be more of a privacy issue as well.
Also, in order to create another account, you will need different information, which is probably not true information.

In short, mule accounts aren't legit. I never heard of anyone getting banned/punished for it though.
As for the remember stuff part, you should have just wrote stuff down.

It's not legit. It's in the ToS, "accurate information" or something. Which means if you use an alt email it's not legit.

If they're asking for reasons, just say that you moved and were inactive because you couldn't set up for a long time, and now you forgot your stuff.
It's also not legit in the ToS.
Aside from the passage pointed out, I believe there is a portion that says explicitly one account per person.

This is untrue for many people.
Many people I know have both private and public emails. Almost everyone I know has either a school/work email to go along with their typical addresses, and some people even have emails dedicated just for receiving newsletters and signing up for accounts.

People can have more then one email, legitimately. I currently have a main email that I use for everything, a personal email, and an email from my school.
Also, you can legitimately have more then one account with the exact same information, other then email of course. Who's to say that there isn't someone with the same name and birth date?
