Firefighters watch man's house burn because he didn't pay fee

  Wouldn't you think that if your neighbor's house caught on fire, you at least feel some pity as to come out and help put it out?
  
  Also, it would be strange to label this county's firefighter department as "volunteer" as volunteers usually give the impression that they do work/help out as a priority, and not worry about pay (IE the firefighters would put out the fire anyway, regardless if they're going to be rewarded or not). Technically, this should be a paying job (like an insurance company) with this type of system.

  The homeowner is a fool because didn't think his house would burn down.
  
  Instead of saving $75 he lost over tens of thousands of dollars on his home.

  Why not stop at fire fighting? If a person didn't pay for the ambulance should he die on the road?
