Train on Pokemon weak to your Pokemon's Moves? Use them move in Trainer Fights or just switch out and switch in Pokemon for them to earn Experience without fighting if they suck at it until they get a good move. Grind.
@Chilax: That isn't even until end-game though. His name is Red, btw. His Pikachu dies too easily owo

One way thats good for training around level 30 is Milktank around the new route near the (Johto) Safari Zone. Not only is Milktank a decent Pokemon for battle (IMO) it's also a decent amount of EXP. I forgot the exact location. You need to use Surf to get to the area because it's a patch of grass near some water.
But my main advice is to wait on getting more than two-three Pokemon early on. Only get the full six near the E4. Reason being is that you won't really have to train. All you have to do is battle the trainers on your way to each town.

I wasn't gonna tell you because it would take awhile to get such a thing, and you probably don't need to train your Pokemon when you're at the Lake of Rage. Unless you plan on EV training them, that is. Goldenrod Lottery is iffy iffy. :l

You let anyone get off 2 Dragon Dances (or more, obviously) then you might as well just give them the rest of your team on a platter. Especially Gyarados, as it's pretty much is staple strategy since ever. In extreme situations like the one above, you can still see how dangerous it can be. Otherwise, Dratini is not competition level.

Surf is probably one of the only useful HMs, but I'd personally go for teaching it to pokemon like Rhyperior where the enemy wouldn't see that coming. Nonetheless Lapras is a good choice since it's water type, which boosts the move's power.
