I don't see where it says her job is to take hits for the party. If you're looking at the "role" section in the info box to the right of each character page in the DB, that is based on user--not developer--interpretation and, for the most part, is actually unnecessary, for reasons I hope should become apparent in my explanation.
Nexon's official description (quoted above) implies that Fiona is designed to be an opportunistic character who uses her shield as a means of getting her attacks in. I will concede that her small shield makes her heavily stun-based, but except in the case of Irukul (and even then, only during the chase sequence), her large shield is not meant to make her a traditional "tank." She was given two different kinds of shields as ways of dealing with different situations: small shield for stunning bosses that could be guarded normally, and large shield for maintaining her position in the face of smash spam. She
can take hits for her party, but this does not make her any more of a tank than the other characters. Evie can use Amber, Blink, or Sparrow, and has Mana Shields to sustain fatal blows. Lann can dodge. Karok can Absorb Shock. Everyone else can take hits for the party, too. They just have different ways of going about it.
Knowing that, it's unreasonable to assume that just because Fiona has a shield and can confront attacks head-on, her primary role is to shield damage from everyone else. If that is all you're doing as a Fiona, and you are not focusing on doing damage, using your shield to give you the proper advantage to do so, you are doing what's called "turtling," and it's not helping anyone. Every character's role is to deal damage. Every character's role is also to defend against or evade attacks. Fiona's methods of fulfilling her roles are simply different.
Also, if she "wasn't meant to walk up and kill [things]," they wouldn't have given her hammers as an option to begin with.

Except it's not a traditional class-style game with set "jobs." Character designs emphasize unique play styles--not roles. In general, there is too much overlap between what the characters do to simply label them as "tank" or "DPS."
So no, Fiona's not THE tank, and it's not unreasonable to expect her to be able to do damage AND protect herself.
