400 Int will only make up for the damage nerf. It doesn't match 400 Int right now, which adds around 35 damage.
Not counting masteries, you'd need 600 Int for Ice Spear to regain it's strength, and 500 Int for Fireball and Thunder.
Blaze damage is supposedly impossible to make up for, so it's a flat 25% nerf with no recovery. It also doesn't gain any passive bonuses from Mastery either.
Not counting the 10% bonus that supposedly came around G9. In which case, add 200 more int needed without masteries.
If you do get the masteries, it is stronger. But thats adding an AP cost after the fact, which isn't cool.
