It's 1% bonus damage for every 20 Int. There's also going to be new enchants that add Magic Attack (also % based) and Magic Defense.
I'm not sure how that relates to intermediate damage though, because of the 20% nerf.
Would 200 Int (+10%) be...
3000 Fireball base damage - 20% Nerf = 2400 new base damage + 10% Int Bonus = 2640 final damage
or...
3000 Fireball base damage - 20% Nerf + 10% Int Bonus = 2700 final damage
If it's the former (which would make more sense), then it's actually going to take 500 Int, not 400 Int, to regain pre-G13 damage before calculating pre-G13 int boosts.
With 400 Int you get 96% of previous base damage (Pre-G13), which is really unnoticeable (we are talking about 60's and 78's using Ice Spear and Thunder; 120 using Fireball). We really need to know how current Int damage formula works first.
Example:
A full charge Ice Spear, with 500, would hit
300*6.5=1950 damage + Int damage.
Is Int damage stacked every charge or just once?
Current Int formula is
2*Log(INT)^3
This would give us 39 damage, which doesn't crit.
So is the correct formula a) <1950 + Int damage*5> or b) <1950 + Int damage>?
If it's a) then
1950+195=2114
If it's b) then
1950+39=1989
Now, G13 formula with the exact same Int would make things different
a) 1950*0.8*1.25= 1950
Are we losing 39 damage or 195 damage?
If it's a crit then,
a) 1950*0.8*1.25*2.5=4875.
In g12, Int damage doesn't crit, so
I chose 500 Int because from this point, G13 formula starts outclassing previous one.
