Not really. The person says they do it all the time. Just because once in a while s/he doesn't have any feathers doesn't mean that they're intentionally ignoring the dead person.
As for myself, I try to revive anyone I see, and if I don't have any feathers on me, then I go through all of my pets looking for some spares. If I don't have any, I tell the person sorry. However, how I feel about not having a feather depends on the person I'm using it on. If the person that's dead didn't drop anything, and is just waiting for someone to revive them so that they minimize the amount of exp lost, then I don't feel bad for not having any. However, if the person did drop something, then I do feel bad for them, because if they want their item, they either need to revive on spot, meaning massive exp lost, or revive in town, in which case they have to pay to get their item back along with the exp lost.
Of course, I've been bitten by people that have dropped an item when they died and had the feather up outside of the altar/dungeon after they just appeared there. Because they had their feather up, I revived them, but they were apparently AFK, in which case their item vanished. The person then chewed me out because they weren't ready to be revived yet. Because of that, I do wait until the person that died and dropped an item asks for help. If there isn't any request for help after 5 minutes, I ask them if they need a revive to see if they are there. Rather not get berated because I did them a good deed and they were careless enough to not take precautions to keep their item.
