Circular logic is circular. Elves can't wear heavy armor because they need to run fast and escape. Elves need to run fast and escape because they can't wear heavy armor.
Elves run the same speed regardless wither they wear light armor, clothes, or are buck naked. Humans run the same speed regardless wither they wear heavy armor, light armor, clothes, or run around buck naked. Giants... you get the idea.
Rather than a sprint style skill (which is itself still a good idea, more on that below) we need a complete overhaul of the running idea. Base it on some combination of strength/will stats and be modified by the weight of your equipment. Introduce magic/enchants that let you "lighten" your gear so you can run faster.
@Sprint skill: apparently humans/other races can sprint, but only if there is an opponent at their destination (charge). Despite being slow, humans can apparently move faster (charge/assault slash/evasion) but not for the purpose of running away or simply getting to the grocery store before it closes. Overall I think a dash type of skill like ostriches and reindeer have would be nice. It would not be the first time players learned a skill from pets (play dead).
