Both races get the boost, although since elves have had a racial advantage in that area and it is early test server content, I figure they might eventually lower the human aim cap % just a tad to maintain the difference. Elves already have 90% and 95% aim caps during Final Shot, so I wonder if that will jump to 99%+ with these boosts.
From what I understand of google translate's gibberish at gameabout, I think the 99->100% switch isn't continuous and takes a split second.

That would make sense because of the animation.
Someone mentioned an animation and that's the first i think about it.

Yea that's definately the best range buff. Bow mill is still good now, imagine how strong it would be if it used the bow's damage?

pewpew + bow damage instead of barehanded damage wm.. not to mention AR will load during WM animation phase.. nuff said.
about the slow weapon + support shot inescapable argument.. i'll leave that to you.. but ill tell you its escapable! :)
