Well, in Bleach, they do that because knowing an attack's name makes it (insert whatever # it was here) times more powerful. At least that's what they say.
In Dragon Ball Z, it's done because... Well, it was written by a nerd. Which is the same reason all of the others probably do it too.

But no really, it goes back into Japanese culture. They're very heavily influenced by bushidÅ, various martial arts, even their religions (ShintÅ). The names of things are very important.
It's just the way of the Japanese.
But you could also ask why all of the attacks in Mortal Kombat, Street Fighter, etc. have names. Well,
they don't call them out...
Personally, I think everything having a name is good. But calling it out every time is just stupid. Maybe the first time so the viewers know what it is, but not every single time.
