In Fate stay night, they explained that they need to call the name of their weapon to use it's power.. so their special attack is always named after their weapon. The name is like the key to using it but at the same time.. calling out the name of your weapon can greatly reveal your identity to the ennemy and possibly your weakness.

The anime.. hmm kinda.. it's not as great as the original game of the same name.
Also the assasin class is able to use their special attack without needing to call it if needed.
Or if they need to call it, the attack itself is not ment to be evadeble. So that youi hear it doesn't change the fact you are already hit by it. I remember an attack that one the guy called it's name, his hand would come out of the ennemy's chest holding the heart.. there is no physical contact with the ennemy.. the hand just come out of nowhere from inside.

Well, Super Robot type anime like Getter Robo, Mazinger Z and stuff's Mecha attacks are usually voice activated for whatever reason. IE: "GETTER BEEEEEEEAAAAAAAAAAAMU"
Other anime...I don't know.

I think its based off "kiai", the little breathing out your spirit. Its like when a karate man does a quick shout before doing his offensive move. Really good example is DBZ, the timing between the name of their move+ stance+ the burst of kiai when they lanch their attack.

That probably applies for some attacks but not all attacks are physical/forceful like that.

I like Ichigos power slash attack. Pft, Naruto's ball attack is better. Luffy's way better when he powers up and punches a lot. I like it when Goku uses that blue blast thing.

But no really, it goes back into Japanese culture. They're very heavily influenced by bushidÅ, various martial arts, even their religions (ShintÅ). The names of things are very important.
It's just the way of the Japanese.
But you could also ask why all of the attacks in Mortal Kombat, Street Fighter, etc. have names. Well, they don't call them out...
Personally, I think everything having a name is good. But calling it out every time is just stupid. Maybe the first time so the viewers know what it is, but not every single time.
I think it's fine, but like, when they use it 50+ times in that episode, you're just sitting there about to stop watching because it's annoying.
