I've seen Moppy and Arsik do their jobs, and they do a fairly decent job of it. I can't speak much for the other staff, because I haven't really seen them, or I don't follow the same topics that they do. As for you not making it as staff... The way you worded tihs whole section makes it sound like you are assuming that you have the right to be staff, which is probably why you'll not get that position. I would never give a position as staff to someone who felt the deserved it, rather than felt they had to work for it, and work to retain it.
As for you being called to childish... Yeah, you are. You're getting worked up over not having been given a position as a member of staff. You got worked over the thing with Sin, and you probably get worked up over other minor things as well. Emotional people, or people who aren't able to keep themselves collected in most situations make bad staff. They'll eventually do something that'll lead to a serious issue, and as I said, damage control isn't easy to do after the fact.
As to changing how you are to get a position; I'd suggest you act your age, but you stop letting things bother you so much. However, because people know you for acting childish, that is their preset opinion of you, and that'll be very difficult to change. It has taken me YEARS to admit some people have changed, even if it were a little (No one ever truly changes how they are, they just learn to react differently).
Another part of gaining a position as staff on most sites lies in your relationship with the owner, head of staff, or other staff members. From what you said, you have no respect for the staff, nor do you actually like them. Why would they give someone like that a position? Another key part of getting the position is what abilities you have, and whether or not they're useful to the site.
I can't relate to being turned down as a staff member. That site I mentioned in my earlier example, I started as the head administrator at 13, all because of my ability and my personality. I act childish, and very immature most of the time, however when its needed, I deal with things as quickly as I can, and get results that are needed.
Re-applying over and over does nothing more than annoy the site. You first have to show them that you have changed, and that you can offer something as a member of staff. Once you do that (Say they compliment you on something, or remark on it), thats when you re-apply, and let them know you've done your best to deal with the things that prevented them from choosing you before.
And honestly... Yeah, you're rather annoying. You act like you're a victim, and I find that more annoying than anything else. People who act like victims always put themselves in situations where they'll remain the victim, rather than taking charge and changing situations. They never make good staff, because they're not good at handling situations that require taking charge.
Quitting is fine, but all it does is show everyone that they were right about you. Why not do what you can to get where you want, and show them wrong? You'll get much more satisfaction, and a lot more respect.

@Xiya. I think you'd be a good mod. You're a goof ball, but which mod isn't? You're one of the most active people here and you definitely have forum experience.
Its called passive trolling, he gets you to respond, and than force it into a full flame war. I use it all the time, and get away with it because I'm just so awesome.
Xiya would be a good -limited mod-, put in charge of a specific forum, and kept on a tight rein. First time something happened that set her off would probably escalate more then it should. Sorry for being blunt, but its my opinion on the matter.

Grades have nothing to do with being a good mod. One of my favorite mods on my Battle.net site is a high school dropout, yet he probably has more wisdom in him than most people I have met (Excluding myself of course =D).
Grades honestly mean little other than school. Jobs barely look at them, as they only show that you can do what you're told, and keep to deadlines. Colleges look at them to see if you'll make them look bad, but they weight it more on your tests, and on other variables.
