These changes horrible neuter the associated talents.
Hydra Transmutation isn't overpowered and it's certainly not fast.
If anything you want to nerf AOE pets and tactics that negate agro (Rain Casting/Lullaby/Crisis Escape).
Climactic Crash is the only reason people use puppetry aside from Crisis. Slashing the damage to nearly half its current value outright destroys the talent. Ideally we're looking at buffing Act 1/2/9 and knocking CC down to like 450% damage.
Lightning Rod (as other have stated) is basically Lance Charge sans the reforge reliance. Raising the cooldown isn't the way to balance this skill. If anything, the maximum charge multiplier should be lowered from 200% to 100%.
Bullet Storm isn't an issue.
Shooting Rush is really ridiculous (like everything else). Raising the cooldown to 10 seconds kills the talent. The damage reduction alone would work. That said, you'll have to buff the other skills to make up for it.
You didn't mention Final Hit, Bash, or Kunai Storm.

Meteor Strike doesn't deal "huge burst damage". I hit harder with Hail Storm at least 70% of the time.
