HP/MP/SP are more accessible to a fault. Alchemy has low coefficients and hits a glass ceiling far sooner than other talents. I can hold over 3,200 stamina while transformed and only 1,500 of that counts. HP/MP/SP are absolutely horrid stats to reference when calculating max damage and they give the alchemist talents a massive synergy flaw compared to other options.
Intelligence + Willpower makes a lot of sense, logically. Regardless, it's far better for alchemists to have a difficult time capping their damage stats than for them to cap them instantly whenever they transform. Compared to other talents, mages should have increased equipment reliance while alchemists should have lessened restrictions. A total overhaul of the enchant system (splitting things into ranged/melee/etc damage) would be best for class diversity but the difficulty of implementation at this stage would make it an unrealistic project to realize without resulting in some degree of centralization.
Naturally, I would add Intelligence/Willpower to common alchemy skills to somewhat soften the initial blow.

If we were to factor both stats, in-full, into alchemy skill damage I would probably set those values as follows:
0.05 Summon Golem (Damage)
0.05 Hydra Transmutation
0.08 Flame Burst
0.10 Sand Burst
0.10 Summon Golem (Health)
0.30 Water Cannon
0.20 Shock
0.25 Wind Blast
0.25 Life Drain
0.40 Barrier Spikes
0.80 Heat Buster
2.50 Rain Casting (Lightning Damage)
4.00 Mana Crystalization
The end result is that alchemy won't cap out instantly and will receive nearly twice its current damage for most skills for end-game players, where the talent's usage currently falters.
