I looked this up and the main reason is tax deductions for people who earn so little money in the first place that the deductions lower it to nothing and people living on government benefits, like the elderly.

Welfare states never work out for long periods of time. Debt, rationing, and high taxes will get to them one way or another.

There is no such thing as a free lunch. Getting more doctor visits means that someone else is losing part of their paycheck to pay for it. Having higher minimum wage means that other people are being shut out of the job market.

Health insurance shouldn't exist at all. If we just let the market regulate the price of healthcare, it would be affordable to nearly everyone. Health insurance just radically inflates the price of care.

I will remember to tell that to children who are born with hereditary diseases like
cystic fibrosis.
That it is their own fault for being born with a disease.
The problem is when people get sick they end up in the hospital using the the bed and resources which increases the overall cost of the hospital. These cost are passed down the patient.
Of course Americans can try and adapt the motto, "Don't get sick. If you get sick, die quickly".
