here's a translation this post regarding stat balance changes which I think is a lot clearer in explaining the changes than the patchlog.

Stats Related

Strength:
- Strength based Max/Min Damage increases remain the same
- 1 Def per 10 str
Intelligence
- Magic Attack has been revamped (*will be explained later in a separate post)
- No Longer Affects Magic Defense
- Magic Protection has now been added, magic is no longer affected by the current protection value.
- 1 Magic Attack per 5 int
- 1 Magic Protection per 20 int
Dexterity
- Balance Bonus from dexterity has been changed
- Balance related figures has been changed (*will be explained later in a separate post)
- A new stat Armor Piercing has been added. This will reduce the opponent's defense by that amount
- Wearing Heavy Armor will drastically reduce dexterity
- 1 Armor Piercing per 15 dex
Will
- Will based knuckle damage / crit chance remains unchanged
- 1 Magic Defense per 10 will
Luck
- Increases the chance of automatically avoiding a ranged attack
- Automatic evasion is limited to skills that can be avoided with the evasion skill and does not display on the tooltip
Magic Attack
- Each Skill now has different effect (?)
- Damage: Skill Base Damage + (Magic Attack * Skill Coefficient) = Final Damage
- Each skill has a different coefficient and is normally proportional to the skill's base damage
Defense (Physical)
- Remains same as the current Defense
Protection (Physical)
- Protection is now separated as Physical and Magic protection.
- Reduces damage done by physical attacks
- Damage reduction is calculated separately based on the protection value
- As the damage reduction increases, a higher protection value are required to raise it by the same amount
- the former % reduction per point of protection no longer applies
Magic Defense
- Subtracts 1 damage per point of Magic Defense when attacked by Magic/Alchemy Attacks
Magic Protection
- New Stat
- This Stat cannot be raised with the current items at this point.
- Magic Protection reduces the damage dealt by magic and alchemy attacks
Balance
- The maximum balance (character + equipment balance) remains the same at 80%
- The maximum bonus balance from dexterity is now capped at 50%
- The balance now affects damage balance based on new calculations
- as the balance stat gets higher, the amount of dex required to raise the balance further becomes higher
- the former % balance per certain amount of dex no longer applies
Armor Piercing
- New Stat
- This stat increases with dex
- When calculating damage, refer to this:
(Opponent's Defense - Character's Armor Piercing Stat)
- This does not reduce the opponent's defense below 0[/SPOILER]

Heavy Armor Mastery
- Only takes effect when heavy armor is equipped
(does not apply to equipments equipped on fashion slot)
- Significantly increases defense and protection
- Has a chance of reducing stun significantly
- The accessory restriction for heavy armor has been mitigated
- Human and Giants only
- Wearing Heavy Armor will drastically reduce dexterity (copy pasted from above)
Light Armor Mastery
- Only takes effect when light armor is equipped
(does not apply to equipments equipped on fashion slot)
- Increases defense and protection
- The accessory restriction for wearing light armor has been mitigated
- Human and Elves only
Shield mastery
- Only takes effect when a shield is equipped
(does not apply to equipments equipped on back slot)
- Significantly increases defense and protection
- Significantly increases magic defense and magic protection
- has a chance of automatically defending a attack and reduce its damage
- Can be learned by all races
Defensive Skill Buff
- The effects of Defense and Wind Breaker increases dramatically when a shield is equipped
CP related Skill Adjustment
- Taunt and Sand Burst is no longer affected by CP
Alchemy Skills are now affected by Life/Mana/Stamina
- Life: Barrier Spikes, Flame Burst, Life Drain
- Mana: Shock, Water Cannon
- Stamina: Wind Blast, Frozen Blast, Sand Burst, Heat Buster
- For skills that have stat variation (?) depending on rank, the skill damage will be adjusted based on the remaining Life/Mana/Stamina
- Life drain is the exception to this and will do more damage when the character has fewer life.
Alchemy Crystals are now combined
- You can now use all alchemy skills with the 4 basic crystals (water, fire, wind, clay)
- The skills that used special crystals (cloud, shock, golem,etc) now use 2 or more of the 4 basic crystals
- crystal-forming portion of pre-existing skills have been changed.
Casting Time Changes
- Sand Burst, Wind Blast, etc are now instant cast
- Chain Cylinder activates 100% of the time but is now cooldown based
- Pressure drain has been reduced to almost insignificant levels [/SPOILER]
