The graphics card demands 400W minimum. 650 gives a good headroom to add more devices like hard drives, additional cards or even a better graphics card.
Swap that overspecced 650W PSU for the 500WPSU kitae picked and you can swap that GT 640 (2GB? Lol) for an HD7770 which is considerably better. Power usage isn't a concern, you've way overestimated power needs.

The guide becomes outdated a month or two after it's updated due to price changes and new hardware. At least the
PC building thread on NeoGAF is updated frequently.

Everything becomes outdated within 2~3 months, look at the touchscreens we currently have.

You missed the point completely, it's not whether if it's going to be outdated or not, it's about being constantly updated so when so when apoor soul does pay attention to the guide he won't be relying on some 3-4 month old guide.
