Aubog is right.
And to clarify someone's previous post.
It is a nerf in a sense if you're not a mage, but if you're a mage, mana shield is only slightly better than what it is now for everyone.
However the thing about what makes mana shield different is that the new armors, shield mastery, and heavy armors make defense much more viable (only if you're not using any dex related skills).
Also more prot means less chance of an enemy munching you with critical hits and you won't need to constantly feed yourself mana pots to upkeep your mana shield.
However on the flip side, mana shield doesn't take any wounds, which may or may not be a problem vs. some enemies (and no, not all end game monsters have high wound rate), and if you run out of mana, you won't "die", unlike the HP variant.
It boils down to what one will personally prefer.
And also will affects Magic Defense, not INT, which means martial artists will be able to resist magic damage better than a mage with no will. When you use mana shield, the magic defense and prot is no longer factored in. When you turn on mana shield, it will be as if you have 0 def, 0 magic def, 0 prot, and 0 magic prot.
