  These are not the exact same as those, different item id, different flags. Those had a level_reset_coolday="7" flag for example, whereas these do not. There's also no confirmation to use them and they're not undroppable and are destroyable.

  Okay, but do the fragments expire? You said that it takes 3 to make a complete one. If the fragments don't expire, then just don't stack them until you're ready to use them?

  They have that flag that makes them automatically stack with their own kind when you receive them.
  
  If it takes three, you might be able to keep separating them manually indefinitely though. They do not expire, also no obvious sign that you can't put them in a pet or trade them, so there may be ways to hoard them.

  For this one the chest artifact doesnt need to be restored or anything, just enter the inventory. So a player can just keep one on his/her pet and shift it in every day.

  When you get the wild dragon to 100 Likeability you will get another quest once you complete it which will give you a strange box which will give you a dragon to put on your homestead as well as a dragon dye. All you have to do is talk to the Mother Dragon (Bhafel) and make a dish in your homestead. The guide I was reading said lemon juice, but it could be any dish really.
  
  Dragon Dye you can use to dye your dragon or other things, didn't really test all the things you could dye with it.
  
  After that you will get another quest where you talk to the Mother Dragon, make another dish on your homestead, and then talk to the Mother Dragon again for a Wild Dragon to put on your homestead. Assuming that if you get it to 100 likability you can place a 2nd tame dragon in your homestead.
  
  After the event I think they'll be deleting the wild ones.

  Nope, just lots and lots of daily exp that has easily brought me into the 50's with minimal effort. Cute Dragons for your homestead, and a new source of 100,000 exp a day (Even after the event) for just doing a quick task like cook 5 dishes, or transform 5 times, or play music 5 times.
