Okay no. This is a competitive discussion thread. Special sweeper Blastoise is a handicap. You can't go to a competitive sport of any kind and purposely use a crutch and still call it competitive.
Blastoise has a pitiful stat pool. His attack and special attack are both mediocre. He will not be one shotting anyone without a water stab super effective move. His biggest crippling weakness is his 78 base speed. This is slow slow slow. ANY other sweeper you'll fight will have over 110 base speed. Even with EV IV Natures, you're always going to go second. Sweep vs Sweep is almost always a one-shot fest. He will NEVER get to use Torrent, because if he queues an attack at 1/3 hp he will go second.
His megaevolution does address his low special attack stat. It is skyrocketed to 135, which is powerful enough to kill things without relying on water typing advantages. He is still slow so he'll die from a sweeper with thunderbolt or a grass attack. His changed ability Mega Launcher is for buffing Dark Pulse only. Water Pulse is only minimally better than Surf, and still worse than Hydro Pump or Hydro Cannon. Getting a buffed Dark Pulse is great, but nothing fantastic compared to many other megaevolutions to pick from.
There is a reason why Venusaur is the only competitive gen 1 starter. Chlorophyll doubles his speed in sunny day, putting his child-on-scooter slow 80 speed and turning it in to a bullet fast 160. And then he spams Solar Beam all day long.
Blastoise is not a trash pokemon. He has relatively decent Defense and Special Defense, which makes him tanky. In a rain team, his hidden ability Rain Dish combined with Leftovers will make him really resilient. He can be a very solid tanky rapid spinner for the team.

This may not be current to gen 6, since I heard defog can replace rapid spin, and I heard Drizzle got nerfed. Still, this is the best way to use Blastoise competitively.
IF you still want to run Blastoise as a special sweeper, then I don't think it will be viable unless you use Choice items. Choice specs if you want to cross your fingers and pray to whatever deity you deem best suited for, and Choice scarf if you want to maybe go first. Or maybe you can try to use him in a trick room team. With Water Spout he can hit really hard I guess.

Also drizzle got nerfed heavily, only lasts 5 turns instead of the entire round. There are other ways to use blastoise, but it involves using that megastone, which i personally think the 1 megastone per team rule... it would be better off suited to gengar or the like.

Anyways now all I have in my mind is how you can use Mega Blastoise in a competitive setting. I'm thinking you can become a psuedo sweeper by building super tanky and going sleep talk setup, and just spam dark pulse. I think Spiritomb is better for that though.

I wouldnt use Spirittomb or Sableeye until fairy madness goes away.
Since those two actually have a weakness now

I would use gengar but I don't want to remake another one when I have one waiting to be transferred although I think I fucked up the EV's a little bit on that gengar anyways...

At least I got you worked up enough over it to you get you thinking xD. Up side I picked your brains on it a bit and will probably swap it out with something else instead.
Also going lazy with my Skarmony seeing that Stealth Rock can only be obtained via past generation breeding, so I'll have to set up a skarmony in bw2 and transfer that later on.
Also whirlwind/brave bird seem like a pain to get on Skarmony so I'll probably keep with spikes, add steel wing and aerial ace.
What's some other alternative moves I could use for a defensive skarmony that are relatively easy to do?

EV resets in XY make it not a big deal. Just make sure it is Timid and has good IV's.

EV resets aren't too bad in BW2 either. At least with Join Avenue and maxing out the shops there. So many EV related services in there.

There aren't very many good water sweepers. Most of them just spin support or tank. Vaporeon, Starmie, Milotic, Jellicient come to mind. Politoed for drizzle teams, Kyogre if you can uber. Kingdra is an insane rain team sweeper, and a petaya berry Empoleon can do some crazy things too. Gastrodon is the best anti rain team water pokemon. Gyarados comes to mind for the only real no-rain sweeps at the moment, unless there is something in gen 6 I'm not aware of.
Maybe Greninja could do Blastoise's job. He's fast and can hit decent. Its dark typing is a huge handicap though, and his movepool can't cover it all.

Protect or Toxic? His low attack makes steel wing and aerial ace lacking, so you'd be better off with more utility moves.
Roost is a must. You want to be able to heal.
