Rinnosuke is known for his great interest in the outside world, and uses a collection of items from the outside world (which have accidentally slipped past the boundary) as his shop lineup. With his recognition ability, he can determine the name and purpose of each foreign item, but his power does not provide context for the information. Due to his lack of knowledge about the outside world and modern science, he often ends up drawing strange conclusions about those items, such as deciding a Game Boy is a mind control device.

Gameboys came out in '89, so it is possible for it to be there in Gensoukyo by that standard. But let's not forget that Yukari does whatever she wants, and more than likely brought other, more modern things to Gensoukyo on her own will instead of just having them magically appear there. And let's not forget the Moriya Shrine, and the things they brought with them. So yes, while Kaguya wouldn't have internet (unless she's stealing WiFi from the moon), Patchy having a DS isn't exactly farfetched.
Then again, I'm also pretty sure that somewhere in Gensoukyo, there's a gigantic pile of mismatched socks that disappear in people's dryers, so who knows.
