No. I blame reforges in general.
It's because of reforges that Hardmode missions became the new "Basic" and people are blitzing through Lord Missions, then complain about how we need more "harder" content.
You want hard? Remember that even a little bit of visual/network/connection lag can get you to punch your screen in frustration.
I personally have several r1 reforged items, but not only are they not much of an advantage for me, I don't use them often either. Both my Lance and Bars are non reforged, and I ironically do more damage with those than my r1 Bows.

The thing is, enchanting is like Special Upgrades: if you want a higher stat, you farm for that ES and risk dura failure. Gold and NX can only get you so far in terms of Enchanting (while there IS the enchanting protection pots), and unlike reforges, not many enchants raise your overall damage by 55.5%.
That's why Enchanting and Special Upgrades are relatively fair: whoever utilizes it risks something in return.
On the other hand, reforging is simply buying the reforge and hoping for a good roll. Although you can technically argue that the player is spending real life cash or hard-earned gold, ultimately he doesn't lose the item or its durability.
Hell, what do you even define as "fair"? Isn't it supposed to be [risk proportional to benefits]?
I don't think of spending money on a game to be a "risk", so reforges isn't "fair".
On topic: Skill Training Potions since it lets people who do not deserve the skill have them.
