Human archery is much faster than Elven archery. In addition, Elves only have 14 more dex than Humans, which is a tiny gap. Even with 14 dex and a shorter magnum cooldown, this does not make up for damage. Either way, whether Humans or Elves are the best at that talent, the difference is small.
Edit: And should they ever add a luck based skillset, or a Luck hybrid skillset, humans would most likely be best at it due to having higher potential luck than Elves or Giants. Whether this is an advantage by a negligible or a significant amount depends on the stats to damage ratio.

If you're only thinking about absolute numbers, then that is obviously true. However, that is irrelevant. What is relevant is the impact of the change, which is relative to the respective states before said change.
Again, in simple terms.. think about giving $1000 to a poor person and to a millionaire. They both just got $1000 richer and "the gap is still there," but the "buff" will have a much bigger relative impact on the poor person.
And honestly, this whole debate only gets more banal when other buffs and stat caps are taken into account.

I still think that the far bigger problem for most Elven players is that they don't have a strong STR/WILL base, so they won't be as well-prepared for this. I haven't seen anyone point this out, however... perhaps because they can't blame someone else in such a situation.
...I'm gonna guess that your STR and Will are not anywhere near maxed out!

I have maxed Str and Will on my elf. As well as near capped Int. Nowhere near high dex, and I would still rather it be Int+Dex than Str+Will.
The point is, I'd rather they add a new Human Skillset, or preferably an Elf Skillset, before they add ANOTHER Giant Skillset. That or, they need to make the elf-human gap be around 200 int/dex, or make the human/elf gap be 20 str/will. (Perhaps not those exact numbers, but something more balanced.) There is a fault in DevCAT's priorities. They should be focusing on adding talents based on the needs of the races. If not that, then they should at least be giving use to each stat one at a time. Not adding four, possibly seven, uses for Str before moving on to the next stat.

It's temporary (will end before it drains all your stamina), has a minute-long CD at rank F and drains through a good amount of stamina faster than I can count. Someone who looks through pack files would know specifics, but at about 50~ stamina, it drained half or so in a few seconds.

Going to take a wild guess and say 50 to 45 seconds on the cooldown. No definite numbers on the stamina drain so far, because if you attack with the skill's attack or cancel the skill, the drain ends prematurely.
