Most recreational activites impair the thinking or feeling capabilities in one way or another short term. I can get pretty aggressive if my nephew of tomcat are persistently annoying me while I play a really hard game. I think a dulled mind is more acceptable.
And let's face it, how many people who are smoking weed at a time would instead philosophise about the world or do serious science instead if they couldn't? 1%? 0.5%?

I suppose you could disincetivise it, but it wouldn't do anything to those who actually have a substance abuse problem, because they're gonna continue using it come hell or high water.
Of course, maybe two or three generations down the line, there may be some improvement. But once they stop seeing alcoholism victims they'll probably stop thinking alcohol is a bad thing, it's just like with vaccinations. I think those kinds of minds are better off dulled, come to think of it. They wouldn't come up with so much bullshit...
