It should apply to everything.
The speed buff is likened to a 100% increase while the damage buff is yet to be determined. Do remember that things can still change before arrival to the live server.

I don't see the need to keep the force knockdown function of the skill. That doesn't couple well since knockdown gives invulnerability frames.

I feel like most of this is good intentioned, but in the completely wrong direction. I like the changes to Final Hit and Charge, but I don't think the Smash buff was the correct way to go at all. The Stomp got buffed a whole 20%! That's! Not very useful at all actually. Then again Stomp has never been about damage. I hope by "Blunt" they don't mean every single thing buffed by Blunt Mastery, because almost everything is considered a Blunt. Blunts aren't just Maces, they're also teddy bears, umbrellas, backpacks. . . I use Assault Slash all the time, I think it was good as is already.
By reading all suggestions and notices in the Mabinogi homepage and other community websites, the Mabinogi development team has looked thoroughly into all suggestions, notices, and complaints about the currently existing bugs, issues and content problems, along with suggestions for revamps in regards to weapons, combat system, and gaps between race/talent , and about lag issues, bugs, and abnormal shutdown of the game client.
So you try to fix the gaps between races by increasing the gap?. . .

It does apply to everything.
However, Final Hit is most effective dual wielding, for obvious reasons.

We already went over this.
Right now, Evasion is nowhere near the priority of fixing. Simply put, correct, they don't really give a shit. Maybe they'll uncap it along with series of other updates, maybe they won't, who knows?
Even if it does get uncapped, I don't see how much it will bring... people will always kills things before needing to use evasion, and the skill will only be ranked for stats.

Evasion isn't really Close Combat. Even so, Evasion isn't terribly underpowered being capped as it is. They shouldn't just uncap skills for the sake of being uncapped, there's nothing wrong with the occasional capped skill.
Does the Blunt-Smash bonus apply when using transformation mastery with a dreamcatcher? What about when transformed using a sword/axe? (If you use the wizard outfit thing we just got in an outfit bag, you can turn into a panther/cat which applies transformation mastery bonuses, but a dreamcatcher isn't necessary and you can use other weapons.)

Smash time debuffs are useless if smash kills the mob, as it usually does. Assault Slash splash scatters mobs and barely deals damage. Charge is the same, although decent for giants. The final hit change is likely to be useful, but it's unlikely people will invest into dual-wielding for it. The same is true for Giant Full Swing. It's not that I'm asking for free massive buffs to all melee skills, I just don't see people dropping their lances for these gimmicks.
The update is in the right spirit but so far it completely falls flat on its face. There's three major problems here; lances are still far stronger, most mobs in which the control effects work on are liable to die too easily, and summon AoE pet effects are still by far the best for control. I do appreciate the attempt though.
We could certainly use something like this for archery, but applying a chance of debuffs with magnum or splashes on skills isn't going to change anything. They've made lots of promises but words are cheap, I'll be awaiting results. It's still early, maybe they'll pull a rabbit out and actually make non-lance weaponry competitive.
