So..wait what? Any info behind this? Upgrades, reforges, etc? It looks to me that they fixed spell casting speed stacking or something.
They fixed that a long time ago.

What does Flame Burst on a frozen target do? Take away its damage reduction or?
Prior to this update it does full damage, but post I imagine the contrary but only theoretically.

Edit: At this time I'd like to emphasize one extremely vital question;
Can Ice Spear be used on frozen enemies?
So why would this be important? I've recently explained the mechanics of Ice Spear bombing in Shyllien and why it's so deadly; it illustrates why it's so broken:

Quote from Zekkii:
Using Ice Spear at Shyllien doesn't have much to do with Ice Spear Explosion reforges at all, you can do it easily without any reforges simply because of the mechanics. I recorded a video to that degree about a year ago, I believe. It works because of the following:
1. There is a vast number of small plants/bunnies with low-health to chain Ice Spear on, this helps spread the infection
2. Using 'anyone can finish' party rule, each monster will explode twice provided there is an explosion nearby
3. The monsters which have high health, the Sasquatches, have mana deflector lv2
-with mana deflector 2+ an enemy will not be frozen by Ice spear
-if an enemy is not frozen by Ice Spear then all the nearby explosions will stack onto the monsters
-with dozens of plants/bunnies exploding around the Sasquatch, the damage is stacked onto Sasquatches tens to hundreds of times in a few seconds
Granted that increasing the range of Ice Spear makes it easier to stack explosions upon a wider range, but this scenario only works because of a specific set of circumstances; a series of low-health enemies surrounding a series of high-health mana deflector lv2+ enemies. Were it merely high-health enemies, there would be no chain. Were it merely low-health enemies, the chain would be short and unnecessary. Finally if the high-health enemies didn't have mana deflector, the freeze would give invulnerability towards stacking Ice Spear chains meaning all the low health enemies would die and the high health enemies would suffer 1~2 chains of damage (not very much).
[/spoiler]
In simple terms, if a monster is not frozen or Ice Spear can be cast on a frozen monster then each explosion will stack explosions onto that monster and deal damage. Therefore if 5 monsters explode and a monster remains, that monster would then take 5 stacks of damage as opposed to the normal one. This would happen constantly if Ice Spear could stack onto
frozen monsters, and thus Ice Spear users would rule the world moreso than even now. It also doubles if you use anyone can finish rule, as monster then explode twice.
