There has (apparently) always been drama regarding wiki misinformation. Either nobody has bothered to change it, or even if they do it winds up being reverted for whatever reason.
To address another specific part of your post, it is not well known. Most people I encounter aren't aware of this -- I wasn't aware of it until I asked about it myself.
I don't know how to edit the wiki or anything like that. It took me a few posts of bitching after getting a ton of notes saying "lol you can't buy pre special upgraded celtic royal knight swords, they can't be special upgraded!" before someone changed it on the wiki for me. Luckily, it didn't get reverted.
Whether or not someone has actually tried before to make this specific change or not, I don't have an answer to. I guess I'm part of the problem, but I don't bother changing misinformation because 1) I'd be upset if it got reverted and 2) I don't even know how to do it.
If they require proof, how can you prove that it doesn't exist? Maybe whoever reverts changes on the reforge wiki thinks they do exist. The only proof I can think of is that there are no records of it existing anywhere. No screenshots of it in NA, no screenshots of it in any overseas localisations, and whatever else you want to put in here. There is no evidence of its existence, and I believe the only place this reforge is even listed is the NA wiki. This also goes for say, windmill attack range. I've heard it was in the test server? when reforges were first added to some version of the game. Due to overpowering mechanics (lol) it never got released in to the official version. However, nobody has ever tried (or succeeded) in getting this reforge listing removed from the wiki.
