The wiki doesn't say that as far as I know. It's always half of whatever would be used right that moment.
"Over time" is referring to the fact that items lose blessings over time just from being worn, and as you use them ("over time" being like how you eat dinner "over time"). There's no delay, it doesn't repay back. It's half of whatever, period, right now, end of story. Whatever would do dura loss, it halves it and that's it.

Ticks take some dura off of whatever's equipped at the time, end of story. Previous ticks don't matter, there's no fancy math based on how long it's been.
