  They had to make some skillset be lower ages, or no one would ever be a lower age thus defeating the purpose. Also, it makes more sense to have higher dexterity at lower ages, you don't get dumber and weaker as you grow older.

  True, but some people would think that at the ages of 17-20, you've nearly stopped growing and everything and would be in your prime, the best shape of your life or so. Hearing that often just gives me the impression that we could at least gain .25 dex per level or so....

  You stopped growing so you aren't getting anything else. Stat gain is like growing up, and since you already did all your growing, only thing that should increase anymore is wisdom (int)
