GMs don't usualyl wear armor like that.
Not a mod. GMs can use any item they want (as long as their current race allows it), and can dye them any color. Hell, they can even change their hair color to be flashy, so a blue banhammer isn't a mod.

Of course, even if that's real, they might as well mod since their game powers are out there.
The hammer is mostly for show, if I remember correctly. Effective banning does not follow the rules of the game world.

Lucky those dll mods are out. Those made one hell of a time fighting with.
Especially when you're hunting AR 8 and you're supposed friend uses the instant range to kill giant red spider, take ar8 then run away. xD

If you run enough dungeons solo... you start to feel like it is a single player game with a fancy chatting system.
