Yes, it's never too late to shape your character into any type of class (for example, even with 99% Mythril Success Rate, with enough willpower you can achieve rank 1 Refine).
From what I see, your CP is not too badly affected by other skills yet. Water Cannon is indeed very helpful at early levels, and I'd keep it at where it is before advancing further for now. Right now, if I were in your position, I'd either focus on getting rank 1 Water Cannon or rank 1 Windmill first, as you need to have at least one area you can properly deal damage in.
Going Water Cannon Rank 1 right now with the upcoming G13 update is a pretty good choice at early levels.
Going Windmill Rank 1 can wait just a little (with G13 "destiny" bonus it's 2x faster), but I would prioritize ranking Windmill as soon as possible.
There are lots of new places where you can rank Windmill now - cooking dungeon, one of G13's mainstream quest where monsters keep on spawning, just to name a few. If you plan to melee, you will want to rank it sooner or later, and we all know that the sooner the better.
In the end you'll be capping skills in all areas, so yes, your character can be a strong melee character with strong alchemy in the future. It will simply take some time and effort to get to that point.
