Even in melee, you need Dexterity. When you get to the point where you'd be using 222 Broad Swords, or even good roll Artisan'ed Battle Swords for damage and crit, Sword Mastery + Combat Mastery won't cut it for keeping balance up if you have too low Dex.
Refine should be done early due to the fails etc...Since it's extremely hard to fail for training in Refine when you get too much Dexterity. And you probably don't want to end up buying Production Failure Potions for Refine either.
Range is pretty unreliable for a human at the beginning though, so until you get more Dexterity, it isn't that useful at the earlier stages. Just simply being able to level for the AP and all works too for later, rather than leaving skills hanging, and splitting into too many categories.
250-300 dex is decent, but then again, it wouldn't suffice through certain Hardmode mobs if you're gonna go far with ranged. Some even have around 500-600 dexterity, but the life skills such as Blacksmithing and Tailoring take a lot of money if you're getting the materials off players.
Refining may save you some efforts if you Blacksmith, for ingots, etc. But there's always Edern's Part-Time Jobs you can do as well to train Blacksmithing.
