I know I've been mature enough to handle this (masturbation, sex, etc) conversations since I was 12, but I notice most people in my age group are never that mature until 15~16 (which, sadly, still isn't too mature). But if someone who qualifies to be in a mature discussion abuses it and acts immature, they can simply be kicked out of that section of the forum and/or have an infraction and such, depending on their general offense.
I just choose the age to make it as fair as possible. Some people might be younger and be mature enough to handle it, even if the majority of their age group isn't.

My post was mostly a joke, but I see where you're coming from. Either way, age itself isn't a good way to show your maturity. In all honesty, it's the worst way possible. Your knowledge and views are a better indicator of what you can handle.
