I think Cichol is stronger than Neamhain but weaker than Morrighan. Cichol can only restrain her but has no real intentions of direct conflict with her, and at any point where she is all for direct conflict he's not exactly eager to throw down. Then again, fighting a god/goddess is one thing; fighting the one in charge of war
and vengeance is another. Still, he is incredibly crafty, as he has had a hand in almost everything that has transpired since G1, and he is very resilient, as he has shown remarkable survivability at times when anyone else would have died, god or not.
I have no idea what Morrighan is plotting. Rather than being sinister and diabolical, she seems... paranoid. It's not that she's looking for global domination, but that everything is either useful or a threat in her eyes, and just by being useful, things ultimately become a threat. Such was it for Cichol, such is it for the Milletian (us).
Edit: @the theory regarding wing color and rank. I doubt rank has anything to do with wing color. If that were true, then Cichol would actually be
weaker than the other gods and goddesses. Nuadha, king of the gods, is black-winged just like Morrighan and Neamhain. Besides, Morrighan's black wings are easily explained because she is symbolically represented as a crow. This also stems to Neamhain who in actual mythology would actually be a part of the same collective as Morrighan (ie. one goddess with different aspects, rather than multiple individual ones). For that reason, it wouldn't be surprising if Macha were also depicted to have black wings before she descended from divinity.
