Do you mean like you can only rep the same person once every 3 days?
No.
The way it is now, if we rep someone then we have to "spread some reputation around" before we can rep them again. It's some arbitrary number, I'm not sure what it is. Probably like 5-10 other reps. If you repped one person then a crapload of other people you could rep them again the same day, that's how it's designed.
But let's say you don't rep all that many other people. If you have to rep like 5-10 other people, and the 5-10 people that you do generally rep are all blocked from being repped because you repped them too recently, then you now have a real problem.
Currently the only way out of this is finding people that you have either never repped or have repped so long ago that it won't matter to be able to unlock yourself from not being able to rep the people you want.
If we set a timer on it so it'd reset this counter that keeps track of who we repped last every 3 days or so after repping that person, it'd solve the problem of having to rep a bunch of various random people that you don't particularly think really deserved it.
For me, I may rep around 5 people, then I may not really rep for a week or two. And then someone makes a good post and I go to rep them... "you must spread reputation around before repping this person again." wth man. I haven't repped anyone for over a week!
And anyways, yeah. That's the general point of this, to eliminate having to rep meaninglessly, by having an actual reset in there somewhere. That way we can't take advantage of it too much, but if we don't rep too much then we should be able to rep who we want fairly frequently.
