All they did was change pure percent/fixed to mostly percent/fixed and added a couple percent skills for fixed classes.
A percent class with a +12 will always outdamage a fixed with +12, and a fixed class with a +0 will always outdamage a percent class with a +0. So if you're deciding between multiple classes, costs should be factored in. The most obvious example would be rangers, they are pretty fun, but they simply cannot do decent damage at endgame without at lest a +11 weapon.
There is really no point reinforcing your armors and accs beyond +7 for pve, since they don't effect your damage and only adds damage reduction. only thing worth reinforcing to +10 or more are weapons and maybe subquips, which should only cost around 20m or so depends on your luck.
And chronicle 2 and 3 should not be considered until you are actually at endgame. chronicle 2 and 3 sets are powerful but ridiculously rare, and i don't think anyone in NA has gotten a full 9 piece set yet, and unless you have friends doing otherverse everyday, it's really hard to get into a decent party, especially for chronicle 3. i would rather grind for black plague set(incidentally the best armor in the game)than hoping for a chronicle 2/3 set. of course the nonset chronicle 2/3 items are great, but chronicle 2s are too random, and chronicle 3 dungeons are really hard to get into.
also nobody needs a +14 in pve, a +12 is already good enough for pretty much everything.
