I agree, normal Frozenblast I rarely, if never used.
Same goes for Golem Summoning and Barrier Spikes.
I wouldn't want anything in Alchemy touched while it still references core stats.

Barrier Spikes health is increased by the player's stats (Coefficient: 0.8)
Frozen Blast
All enemies can now be targeted.
Animation length reduced to 0.5 seconds from 2.5 seconds.
Enemies which aren't frozen by the skill suffer movement speed/protection/defense penalties.
Def/Prot reduction is equal to half the frozen debuff. Movement speed penalty is equal to -35%.
Water Cannon
Damage coefficient raised to 0.35
Flame Burst
Damage coefficient raised to 0.1
Heat Buster
Damage coefficient raised to 1.2
Sand Burst
Sand Burst critical hits now splash all targets in a 4m radius around the target.

Rain Casting
Casting duration reduced to 1+4 seconds.
No longer influences enemy aggro speed.
Base lightning damage is raised to 0~50. Damage is further influenced by stats and wind alchemy efficiency.
Damage coefficient is 0.2
Enables Water Cannon to splash enemies around the target. Splash radius is 300. Splash damage is 50%.
Enemies beneath the cloud are struck by Shock twice instead of once.
Guard Cylinder Mastery
Equipping a Guard Cylinder alongside a Cylinder causes all alchemy skills to hit twice for 45~60% damage (rank dependent).
Hydra Transmutation
No longer requires both a Guard Cylinder and a Cylinder.
Duration is reduced by half when casting the skill without both of the above.
Summon Golem
Skills are updated to player versions (updated load time/cooldown/etc)
Snow Golems possess Rank 5 Windmill. Shadow Golems possess Rank 1 Windmill.
Golems are now influenced by music buff skills.
Golem health is increased by a coefficient of 0.3
Golem damage is increased by a coefficient of 0.1
Spell Walk
Influences alchemy skills.
