Yeah, if mods were server-sided there would be a huge problem.
I want to partially blame DevCat for making a large amount of important things client-sided-- things like owl and hammer timers and the like could have been better designed in ways that inventive users wouldn't be able to take advantage of them.

Owl event was abused through use of PE. I have no knowledge of Hammer Game abuse though.
