Attack speed buffs for melee increase speed of attacks without reducing stun, yes. So a Fast weapon isn't as good as a normal weapon with an attack speed set. However, the max you can reach with attack speed buffs for melee is Fast, you cannot Fast>Very Fast, and attack speed does nothing to Very Fast melee weapons either (which is why it's weird that White Dragon Knuckles have a speed set). However, attack speed buffs work differently for archery, not sure how. Attack speed shouldn't effect Alchemy or Magic (but Vivace for example has a separate effect specifically for them), and Guns, Very Fast is not the limit, no matter what tier of attack speed, attack speed effects will still help guns unless you're like, using three sources of an attack speed buff, from what I remember, Frenzy+Attack Speed Set Effect is max speed.

Frenzy doesn't give max attack speed, it just increases attack speed considerably. Having an attack speed set + frenzy is much faster than either alone. Theoretically, having both is the max since vivace doesn't seem to help in the actual speed when all three are placed iirc, but vivace an speed set work differently so it is helpful in different ways iirc (idr how).
Remember, with guns, don't think of the max speed as how much you can reach endgame, think of max speed as how much your client can handle with your lag. It doesn't matter if you can attack 20 times in a millisecond if you cannot execute it that many times.
