Just for a quick comparison, you can jump into Vindictus and have an AP capped character with decent to end game gear (depending on luck and moneymaking abilities) within a year.

But in the end, base runescape is quicker than base mabi, runescape's system as i have heard from hearing my friend consistently grind it day in and day out for a year after making a 99 everything character and then making a pure 99 range character for pvp.
Seems easier to runescape to me, but then again, judging by how fast it takes to get 99 in one skill and add that over time.
But i think i am side tracking
(and this is judged by no events, no pay2win, even weekly rebirths would still take mabi about 2-3 years to fully cap out.)

Most other MMOs are faster to level to endgame in though because they take leveling in a linear progression, and don't enforce time-restrictions while doing so (most applies to that one too).
No matter how much you grind in Mabinogi, you WILL hit a wall with every rebirth that will force you to stop leveling. This wall is not endgame, unlike grinding levels in most other MMOs, where the wall IS the limit.
