Yeah, it's clear at this point that giving players access to every skill does not work no matter how freedom it gives the player. Also we run into the problem where you have classes that are clearly better than the other at doing the same thing, while in normal MMOs content is designed to need every class to clear it.
I'm pretty sure the same thing happened in Ultima Online too.
It's already on a slippery slope, let's just make the incline steeper.
Limit to 1-2 talent usage in a dungeon.
Force others to actually make a party to clear content.
Course you can go with the old school method, but then why would you want to restrict yourself in a dungeon.
Ladies and gentlemen, i grant you the best incentive to run dungeons in a party while locked in 1-2 talents.
Everyone gets a primary reward in the dungeon.
May the peaca spam begin.
If that's not enough. Make the secondary reward a 100% drop rate too.
Could work for shadow missions too. Make it so shitty primary rewards are wiped from the reward.

disabled all the other skill set but 2
idk if that would work
since the general skills like Counter, Smash, etc. woudn't be accessable unless you pick warrior
and skills like campire, or Rest wouldn't be enabled unless you pick adventurer
And about the pets, why not just disable their summon effect?
since you might need items that are stored in pets.
