From a purely profit perspective they're largely done paying, and that group is simply so small that there just isn't that much incentive to shove loads of high end content into the game.
If you want more challenge, then you should be asking for massive nerfs to certain skills (Crisis, BFO, Blaze, Raincasting, Lullaby, maybe Hydra) than asking DevCat to shove super hard content into the game. Of course, we should get more content just for variety's sake but the high end veteran players are just too small a group to get special treatment from DevCat.
From the standpoint of the health of the game, we should rejoice. DevCat and Nexon have fixed THE BIGGEST fundamental issue this game has had, which was the high barrier of entry that was rebirthing. New players will stick at a higher rate, old players who got stuck midstream might come back, and overall the game will be in a much better state. I think we can hold off the complaints that we don't have Nightmare Shadow Missions yet for a bit.
I have a right to complain when they didn't even expand upon the Commerce system, they left it in the dust with no expansions or anything, i didn't care if i was level 1 or 1 million, that was my go to thing and they don't even fix the bugs nor expand on it. They left it to be a piece of crap.

Alexina is completely flooded with a healthy population while the other servers cannot get new people at all, and while nerfs could help, simply because at level 1k, you can participate in pretty much every content, see, there's nothing to actually WORK for. With free rebirths, they made it so EVERYONE can be super great and amazing, and when you get to that point, there is NOTHING at all.
And to the whole commerce thing. Still strikes me as sad that i can sell pianos like hotcakes from conmerce, but any combat related item? Nope.
Why do you think they made free rebirths? More players care about looking pretty than doing combat. Brace yourselves people, old combat focused mabi looks to be dead, and it's all about looking good. Notice how every update is an event or gacha to make you look pretty and costs money? There's no profit for combat content... And it is saddening. Cmon now, succubus bodywear looks like it was made in the year 2k, and yet it's one of the sought after things in MA to sell to fashionogis, while the enchants in there are "meh, whatever" there's nothing justifying as new or original these days.
Except looking pretty. I knew this game was heading to the fashionogi crapper when prices for clothes started to exceed the price for combat.
As a final thought to your final thought, a few of my friends were thinking about coming back, and then they looked at what they had missed, and they went. "Oh, basically the same thing with a different skin"
Free rebirths will draw old school players, and then they will realize that there is nothing to do but look pretty. Cynical view, but yeah, the point was to slightly over exaggerate to visualize for people.
