Lightning Rod came out in testing server and it used the exactly same circle symbol while loading, so it's more than logical enough to call it advanced magic skill as well.
Exactly, Advanced Magic is an official term. Only Nexon can decide what is and isn't Advanced Magic, it's not up to players' interpretation and I have yet to see translations saying Lightning Rod is. Basically with anything, it is not until it is. Screw Occam's Razor, no assumptions or gtfo. The solution with the fewest assumptions still has assumptions.

As much as I'd love to see chaincasted bolt fusion happen as a mage, there's no way to balance that crap.
Cetlic Guardian can use Party Heal but the other two weapons cannot.
The Wand can chaincast all three bolts, but cannot use intermediate magic, but can use blaze. It cannot chaincast fusion bolt, as soon as you upgrade it to chaincast it loses the ability to use fusion bolt. The wand's chaincast upgrade accounts for all three elements. You don't have to like, do three separate upgrades for each element.
