Don't know yet. All I know is that Advanced Hardmode Dungeons like Ciar/Rundal/Alby have 100% drop rate of the materials (random on which material) and that "Elite" Shadow Missions are random. No idea on other dungeons/missions.

As for Lightning Rod, I got ~616 matk with r6 for r6 to roughly equal s6.
Given these following conditions:
1.5k int, 2x lv3 matk acc, matk 20 reforge on +23 hermit staff, r1 lightning mastery and LR, Meteor + ALO Asuna Title, using a fully charged LR of base 100% + 200% additional bonus.

I've come to the conclusion that there are not many mages that can actually make r6>s6 true for Lightning Rod.
For Meteor, the Spell's base damage is the combination between its physical and magical damage.

The balance difference between R and S weapons is always overstated. Given a 20% balance deficiency on average, a 12.83% increase of average DPS for r6 (ignores balance), a 70% normal hit rate (the amount that blue is effected by balance), that means the most it could change the breakeven point is:
0.2 * 0.1283 * 0.7 = 1.7962% * proportion max damage above min (E.G. 400~800 would be 0.50 [(800-400) / 800]) The portion of damage subject to balance
A: 0.017962 (100%) ~ 0 (0%)
Given the example, 464, the proportion would be roughly 25%, given thunder has seriously low minimum damage meaning this would make the breakeven point 464 - (0.017962 * 0.75) = 457.75
Magic doesn't run on 80% balance, but rather 100%. I don't know how much the fluctuations will effect the end average, but if I were to guess I'd say at least 5% rather than but I haven't tested that so I'll put the difference as 5~20% or 1.56~6.25 magic attack. As a final note, most skills have more minimum damage or in the case of blaze, 100% balance, so I really wouldn't worry.
[spoiler=...but also]Virtually all of the time when I get criticals with blue upgrades, the enemy has been killed so I see no need for red upgrades. Blue upgrades suffer the same effect, but increasing my damage for spells can sometimes push elite mobs into death for non-criticals. Even if the breakeven point was 250 MATK, I'd probably go for blue upgrades.
The only case I could think of where I'd prefer red would be fire wands, because it supports a single-target damage skill and would likely be used on bosses. Even then I'd probably go blue until red was noticeably better in terms of DPS for the same reasons, but it doesn't matter because you can't s-up egos.[/spoiler]

Nobody can ever answer that. NA got Saga 2 like a year after KR got it, but we got G19 shortly after KR got it. There's also no guarantee what order we'd get updates, but if we get the same order as KR, the Melee Renovation would come before the Magic one. (Although I'm hoping Renovation comes as one big update in NA.)

Based on the data collected I think the guardian staff is superior. Compared to the druid staff you only lose 4 magic attack, you gain almost 18 crit (which is nice for hailstorm and bolts), and the ability to use party heal. Which is great. This is the staff I plan on making.
Also tri-bolt wand just might be the winner in all of this. Chain Lightening bolt may get a lot of use with these boosts and the boost from dan ranks. Imagine your typical mob placement of 4-5 mobs close together. LB->LB-> Icebolt anything left. Make a bolt mastery lv 20 + fire or lightening mastery 10/10 hebona for epicness. Can you blaze with tribolt?

Yeah, if everything is CC'd I could end up burning a lot of current durability in situations I don't intend to.
Speaking of which, how does Fusion Bolt work with this? Can we actually CC a full 5 stacks of fusion bolt?
