This law impacts COMMERCIAL publishing. So independent works are not hit. Pixiv and doujins are completely safe.
As for series like Naruto (as a quick example), it will be under ban until the mangaka either goes indie (which would be difficult as he quickly loses resources and probably has to fight over ownership with shonen jump), or accommodated to fit the new bill (which makes it pointlessly stupid), or waits until Shonen Jump relocates.
Given the stature of Shonen Jump, they probably have alternative locations already and won't be affected terribly. Other publishers however I'm can't say the same for.
Thankfully this bill only hits Tokyo. But thats not something to be relieved about. Tokyo is only the first step, they can easily expand this law. Publishers will most likely relocate, but losing Tokyo gives them quite a bit of damage. Probably irreversible damage. And if the law expands (which at this rate it will), they'll probably move to Korea or start another Hong Kong.
The goal of this bill is to "prevent minors for reading negatively influential works that lead to crime and sex" but thats mostly a cover. The man responsible for this damage is one of the most evil governors beings in Japan. He hates foreigners, he's racist, and hates the anime/manga industry with a passion. He's not afraid to voice it too.

But really this ban is kinda stupid imo. How can one mangaka make a story based in real life or the typical high school romance without drawing the students in their school clothing?
Last month i think, saw one article saying manga is losing the originality because the lack of variety. Everything looks the same, all the stories start and end the same way. This law is just going to aggravate this.
